Baba Saheb Ambedkar Polytechnic (BSAP) was established in 1994 in the National Capital Territory of Delhi and has been established under the Act of Law 1908, Govt. of India. Today Baba Saheb Ambedkar Polytechnic (BSAP) has grown to its status in a National Apex Body and its activities are manifold for furthering the cause of development in the key sector of Indian Economy.
In a short span of 8 years time, Baba Saheb Ambedkar Polytechnic (BSAP) is a well known name in Delhi and is conducting a number of Government Recognised courses at its campus building in Vikaspuri, New Delhi-18. BSAP has at present over 1000 highly satisfied regular students undergoing various IT, Engineering and Vocational Courses. BSAP is also a sponsored Institution of NSFDC, Govt. of India, for educating over 600 students per year for Self employment.

Various Govt. Notifications/ Associations with the Govt. bodies have been mentioned in the booklet 'Govt. Notifications & Associations with BSAP-DLP Scheme', to be distributed FREE with the Prospectus. The Booklet contains the copies of the letters issued to the BSAP-DLP Deptt. facilitating the students to contact various Govt. Agencies agreed to provide consultancy/loan facilities to the passed out candidates of BSAP-DLP Scheme. This Booklet will also help the candidates who want to upgrade their knowledge by doing Advance course in their respective field of study by joining Govt. Institutions agreed to provide further advance studies by exempting the BSAP-DLP period of study, or to join Entrepreneurship Development Programme run by Govt. Institutions of different states, after passing the prescribed examinations of BSAP-DLP to set-up own Enterprises.

The Information Technology and Telecom sectors have suddenly opened up avenues, which require a very large specially trained manpower. These sectors are highly dynamic and need training and retraining of manpower at a rapid rate. The growing gap of requirement of the industry and its fulfilment has created a challenging situation before the manpower training institutes of the country. To meet the challenge most effectively, BSAP has launched its Nation wide DLP scheme on National Rural Vocational Education.
The Scheme endeavours to promote high quality computer and Information Technology education in the country at an affordable cost while ensuring uniform standards in order to build a National Resource of trained manpower as per the emerging needs of the Industrial and Govt. sectors. Moreover, some other Vocational fields are also gaining immense publicity as they comes under the category of Need based courses and is helpful for self-employment. BSAP-DLP has introduced all these courses based on Entrepreneur Development Schemes.
The BSAP-DLP scheme will function under the overall control and guidance of the Governing Council with Secretary, BSATES as its Chairman, the members of the council are drawn from Scientific, Government and Industrial sectors and the members of the Advisory Committee are drawn from Academic/ Professional Institutions, State Government, Industry and Deptt. of CIHE (Central India Higher Education).
BSAP is a quality conscious organisation being the first Polytechnic in India to be awarded the prestigious ISO-9001 certificate for Quality Management System and has taken steps to formally get recognition of the quality and standards in various activities. The demand for professionals cannot be fulfilled by regular Engineering colleges and Universities alone, hence there is a need for Certification of knowledge and education already taken from Private Institutions.
The primary aim of BSAP is to produce a new generation of dedicated computer professionals and professionals from allied trades who can serve our country and to do this, BSAP has realized the importance of quality training and provide Certification to all deserving students at National level through its ASC network which has been established in all State Capitals and Districts. Towards its end, it shall :

Provide access to Higher and Vocational education for large segments of the population and in particular, the Disadvantage groups such as those living in Remote and Rural areas including working people, housewives and other adults who wish to upgrade or acquire knowledge through studies in various fields. |

Provide acquisition of knowledge in a rapidly developing and changing society and to continually offer opportunities for upgrading knowledge, training and skills in the context of innovations and discovery in all fields of human endeavours. |

Provide an innovation system of Vocational/ Professional education, flexible and open, in regards to methods and pace of learning, combination of courses, eligibility of enrolment, age of entry, conduct of examination and operation of programmes with a view to promote learning and encourage in new fields of knowledge. |

Contribute to the improvement of the educational system in India by providing a Non-formal channel complementary to the Formal system and encouraging transfer of credits and exchange of teaching staffs. |

Provide education and training in various arts, crafts and skills of the country, raising their quality and improving their availability of the people. |

Provide the counselling and guidance to its students. |

| 02 |   Direct Applicant Scheme |
The main purpose of this scheme is to provide Certificate after successfully passing the prescribed examinations. The examinations will be conducted in the AECs established in all Districts and State Capitals. Eligibility conditions for appearing in the examinations as Direct Applicants under Examination Scheme.

Candidate should be a resident of India. |

Candidate should have attained a minimum age of 15 years. |

Candidate should have minimum educational qualification desired in each course. |
|   | |
d) |
Candidates desirous to appear directly in the Examinations should have : or Should have minimum One year experience in the related field or Who are undergoing training from any Private Institute. |

e) |
The Candidates enrolled under Direct Applicant Scheme will have to submit required Documentary evidence to prove the authenticity of his/ her experience/ training. |

For developing the Network of the students support services, BSAP-DLP has adopted the collaboration approach. The Council has observed that students at large cannot benefit from the BSAP-DLP scheme through the Direct Applicant Scheme so the Council has planned to adopt the Collaborative Approach with :

The main aim of ASC is to provide quality education and to maintain a standard to provide state-of-art training in Computers and allied subjects. The ASCs are also being authorised to advertise through local means for BSAP-DLP Scheme to make it more popular among the disadvantage and student groups and to motivate them so that they can take part in this programme.

a) |
BSAP-DLP Scheme has planned its expansion at National level to facilitate the disadvantage groups, candidates living in remote and rural areas including working people, house wives and other adults to acquire knowledge in computers and other vocational fields at their own place and pace. |

BSAP-DLP Scheme facilitates candidates, undergoing training from schools/ small professional institutions or working executives who don't have formal certificates of Technical/ Vocational trades or candidates residing in remote and rural areas where facilities for computer/ vocational training is not available, to appear in examinations conducted by BSAP-DLP Deptt. for Certifications, so that they can apply for jobs related to the concerned trades in Govt. Sectors, Public Sectors or Private Sectors. |

The appointed ASCs under BSAP-DLP Scheme, will adhere to the objectives of DLP Scheme laid down by the Governing Council of BSAP and will provide quality education/ training of the DLP programmes authorised to them by BSAP Governing Council at nominal cost and convenient timings. |

The Council will encourage the SC/ST candidates for Self Employment Schemes, who have successfully passed the prescribed examinations, by arranging loans from state SC/ST Financial Development Corporation working under NSFDC, Govt. of India. (copy of letter enclosed in Annexure-3, Govt. Notifications...) |

e) |
The Council will encourage the Economically Weaker candidates for Self Employment Scheme, who have successfully passed the prescribed examinations, by arranging consultancy and loans from several Govt. Agencies and Banks. (copy of letter enclosed in Annexure-3, Govt. Notifications...) |

The Council will make suitable arrangements with different Govt. Institutions to facilitate BSAP-DLP successful students in upgrading their knowledge by attending various Govt. The Council will make suitable arrangements with the Govt. Agencies engaged in Entrepreneurship Development Programmes of short durations to help the passed out candidates to guide them for opening their own Enterprises, these courses will also help the candidates in getting loans meant for opening their own Enterprises. The Council will also facilitate the students of BSAP-DLP scheme to learn computers in 'Raj Bhasa' (Hindi and other Regional languages) as more and more EDP work in the Govt. sectors is presently done in the same. The scheme will be presently optional for ASCs to adopt, as the facilities for the same will be provided to some selected ASCs only. |

BSAP proposes to authorise Institutions on non-exclusive and non-transferable basis, that could be in the private or public sector, to conduct Computer and other Vocational courses under BSAP-DLP programmes which will be announced in all leading National Newspapers, with a view to enable students to qualify for the Certificate and Diploma courses that have a stamp of excellence. |

All students must Register with BSAP, in prescribed format and a Registration number will be allotted to each student. Examination Application forms submitted without Registration number will not be accepted. Registration is open through-out the year. Duly filled Registration forms should be submitted to any ASC of BSAP-DLP or can be directly sent to : Time Office, BSAP-DLP Deptt. |

The Council will conduct examinations twice a year, in the month of July and January every year, the examinations will be conducted in the Authorised Examinations Centres (AECs) all over India on same date and time, as announced by the National HQ., which will be intimated to the Registered students or to the ASCs well in advance. |

BSAP-DLP Deptt. will make adequate arrangements in Schools, or Colleges where direct applicants/ ASC students may give examinations. These centres are called AECs and will get suitable funds for conducting the examinations (as per the guidelines laid down in Examination Constitution) |

The candidates registered with BSAP-DLP Scheme will get Registration cards, which contain a Registration Number, which has to be used for all future correspondence. The ASCs will be assigned a Authority number which has to be used for all future correspondence. However a candidate enrolled through an ASC is free to choose another ASC if he/ she is not satisfied with the performance and fee structure of the ASC, he may also opt to appear in the BSAP-DLP examinations as a Direct Applicant. The candidate will have to inform the same well in advance to : Time Officer, BSAP-DLP Deptt. |

The ASCs will not charge any Admission fees except Registration fees mentioned in BSAP-DLP prospectus. The students may opt any mode of Registration Mode-1 or Mode-2. In Mode-1 no study materials will be provided, whereas in Mode-2, Study Materials will be provided by the BSAP-DLP Deptt. which is being 50% aided by IRUWDB (Institute of Rural and Urban Welfare Development Board), Ram Bagh, Muzzaffarpur, Bihar-843302. Study Materials will be provided to the students only on Registration with the BSAP-DLP Deptt. |

Before joining any course at any 'Authorised Study Centre', a student must ascertain beyond doubt that the particular Centre where he is seeking admission, has been duly Authorised by BSAP-DLP to conduct the particular course that he/ she wishes to join. BSAP-DLP authorizes a centre to run a particular course only and only when they have trained faculty and required Infrastructure. For this he must ask the Centre to show the Authorisation Certificate as issued by BSAP-DLP. |

It should be abundantly clear to all the students to all the students that BSAP-DLP is not the head of ASCs. The Authorised Study centres are private enterprises. Therefore any dispute between students and ASC will be resolved between the two parties i.e. the students and the ASC. The BSAP-DLP, BSATES doesn't have any liability whatsoever, vicarious, or otherwise in such cases of dispute. |

A student may ask to be registered with BSAP-DLP at once on admission. Without Registration he/ she cannot appear for the examinations nor he/ she will get the study materials (if opted). |

The Results of the examinations conducted in the month of July and January will be announced generally in the month of October and April respectively. The Mark sheets will be despatched to the ASCs or directly to the candidates. Diploma Certificates will be despatched to the successful candidates within twenty days from the declaration of Results from the National Head Quarters. |
